Electric cars in California are promoted by several groups, including the California Cars Initiative, WestStart-CALSTART, and California League of Conservation Voters.

This organization is a Palo Alto, California based nonprofit of entrepreneurs, engineers, environmentalists and consumers promoting 100+MPG plug-in hybrid electric vehicles (PHEVs).

They aim to build demand for these vehicles to encourage auto makers to produce 100+MPG, high-performance, and clean hybrid cars.

A PHEV is essentially a regular hybrid with an gasoline engine and an electric engine, and you can plug it in to any 120-volt outlet for recharging at an equivalent cost of under $1/gallon to operate the electric engine, according to the organization.

WestStart-CALSTART

CalStart is dedicated to supporting and accelerating the growth of the advanced transportation technologies industry and its related markets.

The non-profit was founded in 1992 as CALSTART, but rapidly expanded to address national and broader Western needs, and now operates under the banner WestStart-CALSTART with CALSTART as its California operating division.
